 Call for Papers
TAPAS2006
First International Workshop on  Technology and Policy for Accessing Spectrum (TAPAS 2006)
(co-located with WICON2006, Boston, Aug 1-5, 2006)

Technology and Policy for Accessing Spectrum (TAPAS) is a new 1-day workshop aimed at assembling technology and policy experts to disseminate cutting edge research in the field of Dynamic Spectrum Access. The workshop program will include refereed research and position papers, panel discussions and invited keynotes.  The goal of this first workshop is to facilitate building a multidisciplinary community of researchers interested in the technical and business/policy challenges associated with enabling more dynamic spectrum sharing and access. We are seeking a small collection of technical and policy papers that range from work-in-progress to publication-ready, from broad overviews to cutting-edge research. Our intent is to organize a series of focused sessions that will engender lively discussion and stimulus for multidisciplinary research dialog and collaboration

Topics of interest include but not limited to:

Technology Topics
    Spectrum measurements, models
    Enabling Technologies such as:
    Reconfigurable Radio Platforms
           Software Defined and Cognitive Radios
           Dynamic Network Architectures, Protocols
     Spectrum Access Management Techniques
     Wide-band spectrum sensing
     Multi-Band & Adaptive RF
     Experimental Prototypes and Results
     Accreditation, Trust, & Security Mechanisms
     Infrastructure-Less and Coordinated DSA
     Applications of DSA
(e.g. public safety, cellular access networks)
Unlicensed Secondary Use of TV Spectrum
     Characterizing Radio Environments
     Interference Metrics and Measurements
    Market and pricing mechanisms
    Managing heterogeneous use
    Architectures and abstractions
    Quantifying agility requirements
Signal processing for adaptive spectrum use
    Communications theory for shared spectrum

Policy Topics:
(Note: papers which address the economics or policy
aspects of above technologies are welcome)
     Managing the regulatory transition
     Valuing Spectrum and Interference Rights
     Enforcement and comparative regulatory costs
     Investment and innovation incentives
     Risk management
     Spectrum easements: underlays and overlays
Empirical studies of spectrum use and interference
Finding a balance between etiquette and law for spectrum use
     Formulating property-rights for spectrum access
     Sharing government spectrum, including
               public safety spectrum

Wireless equipment certification, including software radio
     Historical and international perspectives
     Regulatory enforcement mechanisms and costs
Management frameworks for open access spectrum
     Significant case studies

Submission Instructions
Authors can submit papers in two formats: 6-page extended abstracts or 10 page full final length papers.(two-column, 10pt font), IEEE conference proceedings format, including references, figures and tables. Extended abstracts should clearly identify main results for which details wlll be required in the final version if the paper is accepted.  Papers must be submitted electronically in PDF format through COCUS web site. For details, please refer to the "submission guidelines" at the TAPAS2006 Web site at http://www.wtapas.org.  Authors of accepted papers are required to  register at regular workshop registration rates in order for the paper to appear in the proceedings.
